Melt And Pour Soap

Please help- I am trying to make some melt and pour soap using glitter that I added into some clear glycerin.?

Everytime I do this it always happen.I melt some clear glycerin,add in some color and fragrance,then put in a small amount of glitter,stir everything togetherand then pour into the mold.When I unmold my soap-the glittercomes to the topof the mold.Is there anyway for me to get it that the glitter spreads evenly throughout the soap??
